Sir,

I have the honour to invite reference to my secret (2) despatch and enclosure dated 9th August, 1938, regarding the refugee problem in Hong Kong and to inform you that I have today addressed you separately in an open despatch requesting your covering approval of the supplementary expenditure of $544,900 to meet the capital cost of erecting three camps for refugees on the general lines of the proposals contained in the enclosure under

reference.
